  "text": "(1) Article 28 is amended as follows.\n(2) In paragraph (2)—\n(a) at the beginning of the opening words, insert “Subject to paragraph (2A),”;\n(b) for “£15,000” substitute “£12,000”.\n(3) After paragraph (2), insert—\n“(2A) For the 2024 scheme year, the payment amount in respect of each of the matters mentioned in paragraph (2)(a), (b) or (c) is £15,000.”.",
