  "text": "This Statutory Instrument has been made in part in consequence of defects in S.I. 2023/1394 and is being issued free of charge to all known recipients of that Statutory Instrument.\nCLIMATE CHANGE\nROAD TRAFFIC\nMade 15th October 2025\nLaid before Parliament 17th October 2025\nLaid before the Northern Ireland Assembly 17th October 2025\nLaid before the Scottish Parliament 17th October 2025\nLaid before Senedd Cymru 17th October 2025\nComing into force 1st January 2026\nAt the Court at Buckingham Palace, the 15th day of October 2025\nPresent,\nThe King's Most Excellent Majesty in Council\nThis Order is made in exercise of the powers conferred by sections 44 and 90(3)(a) and (b) of, and Parts 1 and 3 of Schedule 2 and paragraph 9 of Schedule 3 to, the Climate Change Act 2008.\nIn accordance with paragraph 10 of Schedule 3 to that Act, before the recommendation to His Majesty in Council to make this Order was made—\n(a) the advice of the Committee on Climate Change was obtained and taken into account; and\n(b) such persons likely to be affected by the Order as the Secretary of State, Department for Infrastructure, the Scottish Ministers and the Welsh Ministers considered appropriate were consulted.\nAccordingly, His Majesty, by and with the advice of His Privy Council, makes the following Order.",
