  "text": "(1) In this Part “driving test” means any test of competence to drive mentioned in section 89(1) of the Road Traffic Act 1988.\n(2) For the purposes of this Part a vehicle or a semi-trailer is used loaded if the vehicle or, as the case may be, the semi-trailer is used for the conveyance of goods or burden of any description.",
