  "text": "In regulation 33 (nil licences)—\n(a) for paragraph (3) there is substituted—\n“(3) Subject to paragraph (3A), a nil licence must be granted for a period of 12 months beginning with the first day of the month in which the application for the licence is received by the Secretary of State.”;\n(b) in paragraph (3A)(a) for “paragraph (3)(a)” there is substituted “paragraph (3)”; and\n(c) in paragraph (10) subparagraph (a) and the word “and” following it are omitted.",
