  "text": "ROAD TRAFFIC\nMade 9th December 1998\nLaid before Parliament 10th December 1998\nComing into force 1st January 1999\nThe Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 57 and 61B of the Vehicle Excise and Registration Act 1994 and of all other powers enabling him in that behalf, hereby makes the following Regulations:–",
