  "text": "(This note is not part of the Regulations)\nSection 104 of the Road Traffic Regulation Act 1984 empowers a constable to fix an immobilisation device to an illegally parked vehicle and provides for a charge to be prescribed for the release of a vehicle from a device which has been affixed to it in accordance with the section. By virtue of the Vehicles (Charges for Release from Immobilisation Devices) Regulations (S.I. 1985/1660) the prescribed charge is £25. These Regulations revoke the 1985 Regulations and prescribe a new charge of £30.",
