  "text": "(1) The Secretary of State must publicise all improvement notices and seizure notices issued under these Regulations and the suspension or revocation of anything issued under these Regulations, and may do so in such manner as the Secretary of State sees fit.\n(2) This does not apply in relation to a seizure notice issued to a common carrier who does not own the seized goods.",
