  "text": "(1) Section 19(1) of the Veterinary Surgeons Act 1966 does not prohibit the carrying out of—\n(a) wing tagging; or\n(b) web tagging,\nprovided the conditions in paragraph (2) are complied with.\n(2) The conditions are that the operations specified in paragraph (1) be carried out—\n(a) on birds other than farmed birds; and\n(b) for the purpose of conservation or research.",
