  "text": "(1) Section 116 (Welsh Seal and Letters Patent) is amended as follows.\n(2) In the heading, for ““and Letters Patent”” substitute “ : Letters Patent and proclamations ”.\n(3) In subsection (3), at the end insert “ and all royal proclamations under section 4(2) and section 5(4), which have passed under the Welsh Seal ”.",
