  "text": "In paragraph (2) of regulation 1 of the Principal Regulations (citation, commencement and interpretation)—\n(a) for the definition of “area” there shall be substituted the following definition—\n““area” in relation to each Committee means the places specified in column 2 of Schedule 1 opposite the name of the Committee;”;\n(b) after the definition of “Committee” there shall be inserted the following definition—\n““local authority” means, in relation to a War Pensions Committee—\n(a) in England, the council of a county, district or London borough, the Council of the Isles of Scilly, the Common Council of the City of London, or a shadow authority, within the meaning of the Local Government Changes for England Regulations 1994 but excludes a council listed in Schedule 1A (excepted authorities);\n(b) in Scotland—\n(i) in the period prior to 1st April 1996, a council in respect of which an ordinary election of councillors took place on 6th April 1995 or an islands council;\n(ii) in any period from and including 1st April 1996 a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994;\n(c) in Wales, a new principal council within the meaning of section 21 of the Local Government Act 1972 as substituted by section 2 of the Local Government (Wales) Act 1994;”.",
