  "text": "(This note is not part of the Regulations)\nThese Regulations make further provision for the constitution of War Pensions Committees as a result of the further changes to the structure of local government in England coming into effect in 1997. They also adjust the areas of the Committees which cover the West Midlands, and change the name of the West Midlands, Warwickshire and Northamptonshire Committee.\nThese Regulations do not impose any costs on business.",
