  "text": "A person who is in receipt of universal credit, and has an earned income of between £0 and £1,349 in at least one relevant assessment period, and—\n(a) has limited capability for work or limited capability for work and work-related activity as determined in accordance with Part 5 of the Universal Credit Regulations 2013;\n(b) is in receipt of the disabled child element; or\n(c) has parental responsibility for a child under the age of 5 who ordinarily resides with that person.",
