# The Warm Home Discount Regulations 2011, Paragraph 4

Extent: E+W+S

A person who is in receipt of universal credit, and has an earned income of between £0 and £1,349 in at least one relevant assessment period, and—
(a) has limited capability for work or limited capability for work and work-related activity as determined in accordance with Part 5 of the Universal Credit Regulations 2013;
(b) is in receipt of the disabled child element; or
(c) has parental responsibility for a child under the age of 5 who ordinarily resides with that person.
