# The Warm Home Discount Regulations 2011, Paragraph 3

Extent: E+W+S

A person who is in receipt of income-based job seeker’s allowance and—
(a) has parental responsibility for a child under the age of 5 who ordinarily resides with that person; or
(b) is in receipt of a qualifying component.
