# The Waste Management Licensing (Amendment) Regulations 1996, Introduction: Introductory text

The Secretary of State, in exercise of the powers conferred on him by section 33(3) of the Environmental Protection Act 1990, (having in particular had regard in exercising that power to the matters speciifed in section 33(4) of that Act) and of all other powers enabling him in that behalf hereby makes the following Regulations:
