  "text": "(This note is not part of the Regulations)\nThese Regulations amend paragraph 17 of Schedule 3 to the Waste Management Licensing Regulations 1994 which exempts from waste management licensing the storage of certain specified kinds of waste where certain conditions are satisfied. The amendment adds two further kinds of waste: mammalian protein and mammalian tallow. Both are products of the rendering of animal carcasses and are defined in the amended paragraph.\nA compliance cost assessment in respect of these Regulations may be obtained from Waste Policy Division (Branch 1), Department of the Environment, Room A2.28, Romney House, 43 Marsham Street, London SW1P 3PY. A copy has been placed in each of the Houses of Parliament.",
