  "heading": "Amendment of the Collection and Disposal of Waste Regulations 1988",
  "text": "(1) The Collection and Disposal of Waste Regulations 1988 shall be amended as follows.\n(2) At the beginning of regulation 3, there shall be inserted “Subject to regulations 4 and 7A,”.\n(3) At the beginning of each of regulations 6 and 7, there shall be inserted “Subject to regulation 7A,”.\n(4) After regulation 7, the following shall be inserted—\n“Waste not to be treated as household, industrial or commercial waste\n7A (1) For the purposes of all the provisions of Part I of the Act, waste which is not Directive waste shall not be treated as household waste, industrial waste or commercial waste.\n(2) In this regulation, “Directive waste” has the meaning given by regulation 1(3) of the Waste Management Licensing Regulations 1994.”.",
