  "text": "(1) The Northumbrian Water Authority Act 1981 is amended as follows.\n(2) Omit section 4 (exception of small abstractions from licensing control).\n(3) In subsection (2) of section 5 (registration of abstractions excepted from licensing control)—\n(a) at the end of paragraph (b) omit “; and”;\n(b) omit paragraph (c).\n(4) In section 6 (classification of springs for exception from licensing control) omit the words from “or for an order” to “this Act”.",
