  "text": "This order brings certain provisions of the Water Act 1983 into force on 1st October 1983. Some apply to the United Kingdom as a whole and others to part only thereof, the Schedule showing these divided up accordingly. The Order also provides, so far as England and Wales are concerned, for the vacation of office by existing members (other than the chairmen) of water authorities before 1st October 1983.",
