  "text": "—In this Act—\n“appointed day” means, in relation to the Council or, as the case may be, Commission, the day appointed under section 3 of this Act in relation to that body.\n“Commission” means the Water Space Amenity Commission,\n“Council” means the National Water Council.\n“principal Act” means the Water Act 1973,\n“river purification board” means a board established under section 135 of the Local Government (Scotland) Act 1973,\n... and\n“water development board” has the meaning given by section 109(1) of the Water (Scotland) Act 1980.",
