  "text": "(1) The day appointed for the coming into force of—\n(a) section 67 of the Act (membership of regional flood defence committees in Wales);\n(b) section 69 of the Act (grants for drainage works and flood warning systems);\n(c) paragraph 42 of schedule 7 to the Act (minor consequential amendments) and section 101(1) of the Act so far as relating thereto;\n(d) schedule 9 to the Act (repeals and revocation), in so far as it relates to section 222(1) of the Water Resources Act 1991 and section 101(1) of the Environment Act 1995; and\n(e) section 75 of the Act (extension of enforcement authority’s reserve powers);\nis 1 April 2004.\n(2) The provisions referred to in paragraph 1(b) to (e) are brought into force only in relation to Wales.",
