  "text": "(1) Section 117L (rules under section 117I: minor or urgent revisions) (inserted by Schedule 4) is amended as follows.\n(2) In subsections (3), (4) and (5)(b), for “the Secretary of State” there is substituted “ the Minister ”.\n(3) After subsection (8) there is inserted—\n“(9) In this section “the Minister” has the meaning given by section 117K.”",
