  "text": "(1) Section 17AA (water supply licences: restrictions on grants) (as substituted by section 1) is amended as follows.\n(2) In subsection (1), after paragraph (b) there is inserted—\n“(ba) the Welsh Ministers;\n(bb) the Chief Inspector of Drinking Water for Wales if there is one;”.\n(3) Subsection (2) is repealed.\n(4) In subsection (5), paragraphs (b) and (c) are repealed.",
