  "text": "After section 17D there is inserted—\n“Guidance\n17DA The Authority must publish guidance issued from time to time under—\n(a) section 17D(3),\n(b) paragraph 10 of Schedule 2A, or\n(c) paragraph 4 of Schedule 2B,\nin such manner as the Authority considers appropriate for the purpose of bringing it to the attention of persons likely to be affected by it.”",
