  "heading": "Extension of time limit for imposing financial penalties",
  "text": "(1) In section 22C of the Water Industry Act 1991 (time limits on the imposition of financial penalties), in subsection (1), for “twelve months” there is substituted “ five years ”.\n(2) But subsection (1) does not apply in relation to a contravention or failure which—\n(a) occurred before the date on which this section comes into force, and\n(b) is not continuing on that date.",
