The Secretary of State for the Environment and the Secretary of State for Wales in exercise of their powers under paragraph 3 of Schedule 3 to the Water Act 1973 as substituted by section 1(3) of, and Schedule 1 to, the Water Act 1983 and of all other powers enabling them in that behalf, hereby make the following regulations:—
