Articles 4, 8, 10, 11 and 15 are made by the Secretary of State for Wales in relation to the Welsh National Water Development Authority and their area, and by the Secretary of State for the Environment in relation to any other water authority or area.

The remaining articles of this order are made by the Secretary of State for the Environment.
