The Secretary of State for the Environment, and the Secretary of State for Wales, being satisfied that it is expedient by reason of the coming into force of provisions of the Water Act 1989f1 to make additional consequential amendments of the public general enactments and subordinate legislation specified in these Regulations, and acting jointly in exercise of the powers conferred on them by sections 185(2)(e) and 190 of that Act, and of all other powers enabling them in that behalf, hereby make the following Regulations:
