  "text": "(1) This Act may be cited as the Water Industry Act 1991.\n(2) This Act shall come into force on 1st December 1991.\n(3) Except for the purpose of giving effect to any scheme under Schedule 2 to this Act, this Act extends to England and Wales only.",
