  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1989/1155 and is being issued free of charge to all known recipients of that Statutory Instrument.\nWATER, ENGLAND AND WALES\nMade 3rd August 1989\nLaid before Parliament 11th August 1989\nComing into force 1st September 1989\nThe Secretary of State for the Environment and the Secretary of State for Wales, acting jointly in exercise of the powers conferred on them by section 173 of the Water Act 1989, and of all other powers enabling them in that behalf, hereby make the following Order:–",
