  "text": "If it appears to the relevant Minister that the revocation of a byelaw is necessary or expedient, he may—\n(a) after giving notice to the appropriate agency and considering any representations or objections made by the appropriate agency; and\n(b) if required by the appropriate agency, after holding a local inquiry,\nrevoke that byelaw.",
