  "text": "(1) Any person may apply to the Scottish Ministers for their approval of a qualifying abstraction.\n(2) The Scottish Ministers must by regulations make provision about the procedure in relation to an application under subsection (1).\n(3) In particular, the regulations may—\n(a) specify the form in which it is to be made,\n(b) fix a reasonable fee for making it,\n(c) describe the information that is to accompany it,\n(d) require the applicant to give public notice of it,\n(e) allow interested persons to make representations about it.",
