  "text": "(1) In section 2, the references to a designated body are to any of the following—\n(a) Scottish Water,\n(b) the Scottish Environment Protection Agency,\n(c) Scottish Natural Heritage,\n(d) Scottish Enterprise,\n(e) Highlands and Islands Enterprise ,\n(f) the Water Industry Commission for Scotland ,\n(g) South of Scotland Enterprise\n(2) The Scottish Ministers may by regulations modify the list in subsection (1) by—\n(a) adding a public body,\n(b) updating or removing an entry.\n(3) Before making regulations under subsection (2), the Scottish Ministers are to consult each body to which the modification would relate.\n(4) Regulations under subsection (2) are subject to the negative procedure.",
