  "heading": "Repeal, amendment and adaptation of local enactments.",
  "text": "(1) The Secretary of State may by order—\n(a) on his own initiative, repeal or amend any local enactment relating to the supply of water, or\n(b) on the application of Scottish Water, repeal or amend any local enactment relating to the supply of water—\n(i) by or to Scottish Water , or\n(ii) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2) The power conferred on the Secretary of State by the foregoing subsection shall include power to consolidate any such local enactments as aforesaid, with or without amendments.\n(3) Any order under this section may include such transitional, incidental, supplementary and consequential provisions as the Secretary of State may consider necessary or expedient.\n(4) The provisions of this scetion shall have effect without prejudice to the exercise of any power to repeal, amend or adapt local enactments which is conferred by any other enactment, including any enactment contained in this Act.\n(5) The provisions of Part I of Schedule 1 shall apply to orders made under this section on the application of Scottish Water.",
