  "heading": "Interpretation",
  "text": "(1) In this Order, unless the context otherwise requires—\n“the 1975 Act” means the Local Government (Scotland) Act 1975;\n“authority” means—\n(a) as respects any period before 1st April 1996—\n(i) a regional council;\n(ii) an islands council; and\n(iii) the Board;\n(b) as respects any period after 31st March 1996—\n(i) the East Authority;\n(ii) the North Authority; and\n(iii) the West Authority;\n“the Board” means the Central Scotland Water Development Board;\n“the East Authority” means the East of Scotland Water Authority;\n“financial year” means the period of twelve months beginning with 1st April;\n“the North Authority” means the North of Scotland Water Authority;\n“prescribed class of lands and heritages” means the class of lands and heritages prescribed for the purposes of section 6(1) of the 1975 Act in article 3 of this Order; and\n“the West Authority” means the West of Scotland Water Authority.\n(2) Any reference in this Order to—\n(a) lands and heritages occupied by an authority includes a reference to lands and heritages which, if unoccupied, are owned by that authority; and\n(b) lands and heritages used for any purpose includes a reference to lands and heritages which are unused but in relation to which it appears that, when next in use, they will be used for such a purpose.",
