  "heading": "Amendment of the Watermark Disease (Local Authorities) Order 1974",
  "text": "The Watermark Disease (Local Authorities) Order 1974 shall be further amended by substituting–\n(a) in article 8 thereof for the words “shall be liable on conviction to a fine not exceeding £1000” the words “shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale”;\n(b) for Schedule 1 thereto (local authorities to which the Order applies) the following Schedule—\n“SCHEDULE 1\nArticle 3\nLOCAL AUTHORITIES TO WHICH THIS ORDER APPLIES\nCounty Councils:\nBedfordshire\nEssex\nHertfordshire\nNorfolk\nSuffolk\nWiltshire”.",
