  "text": "Where–\n(a) any person makes an application for an approval, or\n(b) an approval is to be, or has been, granted to any person,\nthe Secretary of State may require that person to pay, in respect of any work carried out by or on behalf of the Secretary of State in relation to the application or the approval, such reasonable fee as the Secretary of State may determine with the approval of the Treasury.",
