  "text": "Where the contents of the container in which any knitting yarn to which this Order applies is pre-packed consist of two or more packs of knitting yarn, the quantities specified in article 2(1) above shall apply—\n(a) to the container, if the packs are not intended to be sold individually; and\n(b) to the packs, if they are intended to be sold individually.",
