  "text": "WEIGHTS AND MEASURES\nMade 29th September 1986\nLaid before Parliament 9th October 1986\nComing into Operation\nAll except Regulation 1(4) and 13 1st November 1986\nRegulation 1(4) and 13 1st September 1988\nThe Secretary of State, in exercise of the powers conferred by sections 11(1) and (4), 15(1), 86(1) and 94(1) of the Weights and Measures Act 1985 (hereinafter referred to as “the Act”) and of all other powers enabling him in that behalf, hereby makes the following Regulations:—",
