  "text": "The Welfare Food Regulations 1988 are amended by inserting after regulation 18 the following regulation —\n“Offences\n18A A person who contravenes or fails to comply with any of the following provisions of these Regulations, namely —\nregulation 5(3);\nregulation 6;\nregulation 8(1)(b);\nregulation 12(1);\nregulation 12(3)(b);\nregulation 17(1);\nregulation 17(5),\nshall be guilty of an offence under section 13 of the Social Security Act 1988 and liable on summary conviction to a penalty not exceeding, for any one offence, level 3 on the standard scale.”.",
