  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Welfare Food Regulations 1988 (“the principal Regulations”).\nRegulation 2 amends the definition of clinic for England and Wales to include a clinic operated by an NHS trust.\nRegulation 3 increases the price of dried milk payable by persons entitled to purchase it under the principal Regulations from £2.85 to £3.10 and makes an associated amendment in respect of the amount payable by the Secretary of State where through his act or omission a person is unable to purchase dried milk at a reduced price. The increase is consequent on the annual uprating of benefits under section 63 of the Social Security Act 1986 (c. 50).\nRegulation 4 removes five brands of dried milk from the list of dried milks specified for the purposes of the principal Regulations and adds two additional brands to that list.\nRegulation 5 revokes previous regulations the provisions of which are superseded by Regulation 3.",
