The Secretary of State for Transport, on the application of Lt. Commander Roy Wallace Francis R.N. Rtd and Marie Eleanor Francis, and in exercise of the powers conferred by section 24 of the Light Railway Act 1896f1 and now vested in himf2, and of all other powers enablihg him in that behalf, hereby makes the following Order:—
