  "text": "Without prejudice to any statutory provision which authorises the Commissioners to exercise powers outside the limits of the harbour, the limits within which the Commissioners shall have and may exercise the powers of a harbour authority, and within which the powers of the harbour master may be exercised shall be the limits of the harbour and the harbour estate.",
