  "text": "(1) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2) Any person duly authorised in writing by the Assembly may at any reasonable time enter any land for the purpose of surveying it in order to enable the Assembly to determine whether to make an application for planning permission for the carrying out of development of that land.\n(3) Any power conferred by this paragraph to survey land includes power to search and bore for the purpose of ascertaining—\n(a) the nature of the subsoil; or\n(b) the presence of minerals or contaminants in it.",
