The Secretary of State for Wales, in exercise of powers conferred by sections 11, 12(c) and 126(1) and (3) of, and paragraph 9(7)(b) of Schedule 5 to, the National Health Service Act 1977f1 and of all other powers enabling him in that behalf, hereby makes the following Order:—
