  "text": "(1) The provisions of Schedule 3 to this Order shall have effect, except in relation to—\n(a) Dwŵr Cymru Cyf;\n(b) any public electricity supplier;\n(c) Railtrack PLC.\n(2) Subject to article 23 below, nothing in this Part nor in Schedule 3 to this Order shall—\n(a) derogate from any provisions of any wayleave agreement in respect of any relevant apparatus; or\n(b) apply to any apparatus within the boundaries of the former Welsh Highland Railway as constructed.",
