  "heading": "National Framework: further provision on the education workforce",
  "text": "(1) The National Framework for Welsh Language Education and Learning Welsh must set out the steps the Welsh Ministers will take to ensure that training, professional development and support is available for education practitioners in Wales for the purposes of improving ability in Welsh (by reference to the Code prepared by the Welsh Ministers under section 6).\n(2) The National Framework for Welsh Language Education and Learning Welsh must also—\n(a) include an assessment of the number of education practitioners needed in each local authority in order to meet any target set under section 24(5) and (7), and\n(b) set out the steps the Welsh Ministers will take, based on that assessment, for the purposes of ensuring that the number of education practitioners working in Wales meets the need‍.",
