  "text": "(1) A direction under Parts 3 and 4 of this Act—\n(a) must be complied with;\n(b) must be in writing;\n(c) may be varied or revoked by a later direction.\n(2) A local authorit‍y, the governing body of a maintained school and the governing body of a maintained nursery school must, in the exercise of their functions under this Act, have regard to any guidance issued by the Welsh Ministers.",
