  "heading": "INTERPRETING THE STANDARDS",
  "text": "2\nIn Part 1 of this Schedule a “policy decision” means any decision made by a body about the exercise of its functions or about the conduct of its business or other undertaking, in so far as the decision relates to—\n(a) the admission and selection of students;\n(b) information provided to students and prospective students about the body;\n(c) the welfare of students;\n(ch) complaints;\n(d) disciplinary proceedings in respect of a student;\n(dd) careers service;\n(e) student intranet, virtual learning sites and learning portal sites;\n(f) graduation and award ceremonies;\n(ff) the assessment or examination of a student;\n(g) the awarding of grants and the provision of financial assistance;\n(ng) (ng) public lectures;\n(h) learning opportunities;\n(i) courses;\n(j) signs on the body’s buildings;\n(l) student accommodation, libraries and arts centres;\n(ll) allocation of a personal tutor;\n(m) calls to a main telephone number (or numbers), helpline numbers, call centre numbers and automated telephone systems;\nand includes, amongst other things (and as appropriate to the body), decisions about —\n(i) the content of legislation;\n(ii) the exercise of statutory powers;\n(iii) the content of policy statements;\n(iv) strategies or strategic plans;\n(v) internal structures;\n(vi) office and building locations;\n(vii) the recruitment or use of volunteers.\n3\nIn Part 1 of this Schedule a reference to positive or adverse effects is a reference to such effects whether direct or indirect.\n4\nIn this Schedule ‘learning opportunities’ has the same meaning as in paragraph 63 of Schedule 1.\n5\nIn this Schedule ‘allocation of a personal tutor’ has the same meaning as in paragraph 66 of Schedule 1.",
