  "text": "(1) This paragraph applies where the Commissioner thinks that A—\n(a) has failed without reasonable excuse to comply with a notice under paragraph 5, or\n(b) is likely to fail without reasonable excuse to comply with a notice under paragraph 5.\n(2) The Commissioner may apply to a county court for an order requiring A to take such steps as may be specified in the order to comply with the notice.",
